The impending climate emergency, the Paris agreement and Sustainable Development Goals demand significant transformations in economies and societies. Science funders, innovation agencies, and scholars have explored new rationales and processes for policymaking, such as transformative innovation policy (TIP). Here, we address the question of how to orient the efforts of science, technology, and innovation policy … from Transformative outcomes: assessing and reorienting experimentation with transformative innovation policy

This short blog based on conference participation of one TIP researcher examines the shift in science, technology and innovation policy toward system change objectives.  It also observes some of the limitations or problems introduced by translating ‘challenge led’ innovation in to ‘mission led’ programmes of research and action. For those interested in Transformative Innovation Policy, … from THE SUMMER OF TRANSFORMATIVE INNOVATION POLICY? Reflections of a PhD researcher on transitions and mission-oriented approaches

This report summarises discussions held with over 100 researchers on ten questions about future research areas of TIP categorised under three main themes – 1) conceptualisation, 2) actors and contexts and 3) operationalisation of TIP.   … from TOWARDS A TRANSFORMATIVE INNOVATION POLICY (TIP) RESEARCH AGENDA

This is a foundational text to understand the conceptualisation and TIP approach towards ‘Transformative Outcomes’. The impending climate emergency, the Paris agreement and Sustainable Development Goals demand significant transformations in economies and societies. Science funders, innovation agencies, and scholars have explored new rationales and processes for policymaking, such as transformative innovation policy (TIP). Here, we … from TRANSFORMATIVE OUTCOMES: ASSESSING AND REORIENTING EXPERIMENTATION WITH TRANSFORMATIVE INNOVATION POLICY

This research brief distils and consolidates the learning from the pilot year of the Transformative Innovation Policy Consortium (TIPC). Activities in this period included country reviews, case studies in each of the five member countries, and two synthesis workshops. Together, these activities provided insight into the diverse expressions of Transformative Innovation Policy (TIP) already taking … from Developing a Shared Understanding of Transformative Innovation Policy (Produced with contributions from TIPC members and SPRU TIPC Team)

This table is an extract from a 2019 TIPC research report, which examines the practices, rationales and approaches associated with policy experimentation for transformative change. The extracts summarises five modes of experimentation identified by TIPC: policy design; instruments and processes; experimental spaces; supporting, connecting and evaluating societal experiments; and experimental governance culture. It can help … from Extract: Modes of experimental policy engagement

This presentation highlights the diverse experimental cultures emerging in different contexts, drawing on a survey of TIPC members and in-depth interviews that took place in August and September 2018. It highlights common themes for experimental approaches, examples from Colombia, Finland, Norway, Mexico, South Africa and Sweden, and common issues, helping us to reflect on the … from TIPC experimentation: Member country experiences

This TIPC publication examines the various practices, rationales and approaches associated with policy experimentation followed by a proposal of how experimentation can apply to advancing Transformative Innovation Policy (TIP) for Transformative Change. This document integrates and builds on an earlier version that outlined different types of Experimental Policy Engagements (EPEs) but adds to that a … from Transforming experimentation: Experimental policy engagements and their transformative outcomes

This early blog by Jonas Torrens explores different ways of thinking about experimentation – decision, design, and evolutionary attitudes – and how each can shape policymaking. It sets out how TIPC aims to mobilise experimentation for transformation by encouraging co-creation and learning to surface new socio-technical pathways and advance inclusive, long-term change. At the Transformative … from On Policy Experimentation: Decision, Design and Evolutionary Attitudes
