This report compiles discussions and presentations from the 2018 conference of the Transformative Innovation Policy Consortium (TIPC), held on 3–4 October at the Science Policy Research Unit at the University of Sussex. Based on detailed session notes, it captures the debates and insights emerging from parallel sessions across the two-day event.
The report explores key themes shaping the development of Transformative Innovation Policy (TIP) in science, technology and innovation policy. Topics include capacity building for TIP initiatives, the development of evaluation frameworks, and early case studies of TIP experimentation in countries such as Colombia, Mexico, China and Sweden. Additional sessions examined broader regional developments across Africa, Latin America and Europe, as well as thematic concepts such as place-based policymaking and experimental policy cultures.
The conference brought together over 100 participants from across the global TIPC community and beyond, creating space for reflection, exchange and debate on the future direction of Transformative Innovation Policy. This report provides a detailed account of the discussions and themes that emerged during the event.
