In this early comparative study, TIPC researchers tease out the basic features of the emergent framing we call Transformative Innovation Policy (TIP).

The report examines how five countries (Colombia, Finland, Norway, South Africa and Sweden) are developing and implementing TIP to address societal challenges, such as climate change, inequality and sustainable development.

It introduces the ‘three frames for innovation policy‘ – from traditional R&D-led policy (Frame 1), to national systems of innovation (Frame 2), to TIP (Frame 3), which focuses on the direction of innovation, societal needs, stakeholder co-production, experimentation and socio-technical system change – and maps national initiatives against these frames to identify emerging practices, barriers, policy mixes and the institutional challenges of shifting towards transformation.

The study surfaces common challenges in moving toward Frame 3, and draws lessons from international examples of challenge-led programmes, participatory approaches and experimental policy instruments.
