Methodological overview: Transformative missions in Panama

These slides, presented by Gilberto Gómez Muñoz at TIPC’s engagement week in Barcelona, introduce how how Panama has begun to design, implement and evaluate transformative missions aligned with the Sustainable Development Goals within its science, technology and innovation (STI) system.

They explain the collaboration between SENACyT and SPRU to strengthen policy capacities and align innovation policy with complex challenges, related to climate change, food systems, health and logistics.

They also detail the methodological steps used to operationalise a TIP approach, including systems mapping (using the Pentagonal map for systems analysis), co‑construction workshops and participatory engagement with researchers, civil society and policy actors.

Early developments include draft transformative projects and theories of change for priority mission areas, as well as the design of a forthcoming funding call to support transformative experiments and mentoring plans.
