Open Learning Series: Theories of Change for Transformative Innovation Policy

This is a recorded session from TIPC’s Open Learning Series, which explores how theories of change can be framed from a transformative perspective – especially in the context of innovation policy orientated towards system change.

The video includes discussion on the Multi-Level Perspective and Transformative Outcomes, examining the ways in which projects, programmes or policies can trigger systems transformation, and the co-construction of flexible theories of change as a base device for monitoring, evaluation and learning processes.

Contributors reflect on case studies from Sweden, Colombia and South Africa, and consider methodological and practical challenges in developing and applying transformative theories of change in policy and evaluation – including how transformative change differs from traditional logic models.
