A Transformative Innovation Learning History is a reflective, narrative case study designed to help policy makers and practitioners learn from real-world experiences of intervening in system change.
This Colombia learning history sought to explore Transformative Innovation Policy (TIP) in speciality coffee in Colombia, with a particular geographical focus on the subnational region of Huila department, leader in speciality coffees in the country. The case is based on a multi-actor process, which draws on a workshop held in Neiva (capital of Huila) in May 2017 with 36 stakeholders, including coffee farmers, farmer association leaders, agronomists, representatives of cooperatives and small private companies, and researchers. It also draws on secondary material and interviews with key actors in the sector, including representatives of the National Coffee Federation of Colombia (FNC), policy makers and policy practitioners.
The learning history explores the transformative impact of policies, and suggests that the shift to speciality coffee represents a socio-technical transition, involving changes not only in products and markets but also in practices, identities, networks and power relations.
