This learning history analyses how Sweden’s innovation policy has evolved over time and how it is shifting toward a Transformative Innovation Policy (TIP) approach. Rather than describing a single programme, it examines the long-term development of Sweden’s innovation system, the roles of key institutions (especially Vinnova), and the extent to which policies are moving from supporting economic growth and competitiveness toward addressing societal and sustainability challenges through systems transformation.
