Initial progress report on a collaborative partnership to strengthen science, technology and innovation (STI) policies between Panama’s National Secretary of Science, Technology, and Innovation (SENACYT), the Fundación Ciudad del Saber (FCDS) and the Science Policy Research Unit (SPRU). The work involves two strands: the design of transformative missions in four areas of national interest – health, agriculture, logistics and climate change – and activities to strengthen SENACYT’s capacities.
The report outlines the methodological foundations, activities, and early deliverables of the work to co‑design and launch multiple transformative mission areas aligned with national development priorities and the Sustainable Development Goals (SDGs).
It introduces methodologies combining desk research, interviews, capacity building, and co‑creation workshops to analyse systems and construct theories of change for mission‑relevant projects. It also documents the use of TIPC tools to map and analyse systems, engage stakeholders and co-create preliminary pathways for mission implementation. These include the Pentagonal map for system analysis.
The report captures early outputs and insights as an evolving contribution to Panama’s mission‑oriented transformation agenda and lays out the next stages for advancing transformative innovation in national policy and practice.
