2019This report examines Brazil’s progress toward the Sustainable Development Goals (SDGs), with reference to the ‘Three Frames’ of innovation policy. It considers sociotechnical systems by analysing key sectors such as energy, water, health, and innovation as interconnected areas requiring systemic change and addresses directionality toward sustainability by highlighting how achieving the SDGs demands transformative policies that shift development trajectories toward social inclusion, environmental protection, and equity.
The report emphasises framework conditions, stressing the need for strengthened institutions, governance arrangements, and collaborative capacities to support systemic and cross‑sectoral implementation. Overall, the report positions Brazil’s SDG challenges as deeply interconnected, requiring coordinated, innovative, and capability‑building approaches across society and policy systems.
