User guide to Component 1, the first in the TIP Resource Lab, which takes us through the first four sections of the Lab, and sets out how a systemic understanding of how we meet social needs, viewed through the lens of transitions theory and anticipatory thinking, can help us to reframe our understanding of how change happens and identify areas, activities and programmes for policy experimentation.
